How do I add a route that doesn't exist?

How do I add a branch road? How do I add a secondary road not shown on the maps that connects two areas? It’s a dirt road, not paved with asphalt.

In that case @ObadaMaps56

That is beyond your scope as a local guide. It means that particular geographical zone isn’t open to road edits. You have to wait for the government to act otherwise you can’t do anything.
