Does anyone Google moderator clarify that Google maps Local Guide connect is social media platforms or Google map community or new social networks for business.

I know you’ve tagged Google moderators but I also think it is good to share my thoughts.
As clearly stated on the About page of Connect, it is a forum for the Local Guides community and we know Local Gudies are the ones who are active on Google Maps and joined the program.
Based on the forum theme and software that is used for Connect, we could not call it a social media platform. Although it is a good place for social connections with users who have the same interests.
On the other hand, definitely, it is not a social network for businesses. Not only business activities are against the Local Guides rules but this program is only for individuals, not businesses such as brands and companies. For business activities, we have a specific forum: GBP Community.
