I don’t know what Google Maps did in Israel, but photos uploaded under a specific business, restaurant, or park do not appear under the Photos tab and are not displayed to the public.

It could be a block specific to the area orbit could be the spam filter that blocked you from making contributions.
Are you able to get photos to go public in other countries?
Yes, When I uploaded photos in another country, they appeared under the business and you can also see that they were viewed. The photo in Israel does not have a display of the number of views.

It looks like the place somehow blocked photos uploaded by others except the owner. This should not be possible.

Google Maps in #Israel seems to have lost its relevance. Photos uploaded by users no longer appear on the business profile, which is a major issue. If you try to rely on Google Maps images to select a dish at a restaurant, all the displayed pictures are outdated—two years old or more. Essentially, all that remains is the option to read reviews, and that’s the extent of its usefulness now."
