How can I find a list of the highest level Local Guides in my city, I dont want to meet up with them I just want find the highest level guide with similar interests to me?

This is not easy due to the need to protect the privacy of local guides.
But here are some tips for you to consider:
Some local guides use the same or their real name on Connect and/or Google Maps. If the name is a bit unusual you might be lucky to find them on Facebook or Instagram.
You can make it easy for others tgind you. See my profile here on Connect and Maps for examples.
There are quite a few Facebook groups for Local guides. There might even be one for local guides in your country or region. If you are lucky.
You can search for reviews on places where locals and not tourists go and post reviews in your area. Click on their profile photos to see their contributions.
And you can search for your city name or county name here on Connect. That might lead you to some active local guides in your area. Then you can use the private message system to reach out if you want.

Search for your city here on Connect @Explorer4Nature and add it as a place you follow here on Connect https://www.localguidesconnect.com/t5/custom/page/page-id/Following inside the Maps app you can open up the “Updates” tab. That includes updates from other Local Guides you follow and local businesses and places that are posting information. You can find Local Guides to follow by looking at their reviews and photos within the Maps app on places that interest you.
@MortenCopenhagen is correct that there is no public listing available.

Now you have got the right tips on how to discover local guides.
Still, I am fascinated by two attributes in your query viz. “The highest level LGs” and “Similar Interests”.
But, at the same time, you wish to be discreet.
Otherwise, setting up a virtual meetup becomes the fastest way to get at that.
If your interests are aligned with the community topics like photography, travel, accessibility, inclusiveness etc., then the like-minded LGs would join that.
You can broadcast that expectation through other social media platforms to get maximum attendance and thus achieve the objective.
