I have noticed that I am no longer able to double tap and zoom in or out with the “scroll” efffect. When I doble tap it only zooms in/out as far as I “push” my finger. The "features works when I scrool with two fingers but not when I double tap… Is anyone else also experiencing this problem and is there a way to solve this?

Please specify which app you are referring to.
On my Android phone double tap works fine for zooming in in Google Maps.

I am sure you are referring the double-tap feature in Maps.
If you do only a double-tap, the map zooms in.
Whereas, if you take the finger “up” on the second tap, the map zooms out.
Those are the usual features and found that to be working on both Android phone as well as the iPhone.
I guess, your problem is zoom in is not happening on simple double-tap.
Nevertheless, on any Android phone, a setting is available in
“Accessibility” and then 'Touch & hold delay".
You can Select Short, Medium, or Long duration.
That is equivalent to setting double click speed on a desktop.
I suggest trying different settings and then viewing the effect.
