No, mostly the opposite. I remove the POI name and replace it with better details, if possible.
What is the background of that question?
By default, if we don’t add a caption, it shows the POI name, but I consider this as redundant.
However, there is an exception:
If you create a new POI and add a photo at the same time or shortly after. The photo might be linked to the new POI, but still showing “Unknown place” as the caption.
But the term “tag” can have a much broader meaning than just displaying a caption.
All my photos carry many embedded tags. Besides date and time of shooting (provided by the camera), I add geographical coordinates, address, keywords, even the link, were I posted it and when and many other pieces of information.
In general, not only related to Google Maps, I really love that statement!
My philosophy is: “Any photo without context is useless!”. Talking about POIs in Maps, the context is always present in form of name, location and other details of the POI, even if no caption is provided. But always, when I believe a more detailed description might be helpful, I add a caption also for non-food pictures. But I have to admit, it doesn’t happen many times - often being too lazy.

Checking on android, the 2nd spot for many places seems to be a video.
The #2 media (photo or video) is often different depending on if i’m on the POI home page and just swiping through the media horizontally, than if i click on Photos (where you scroll vertically). In those cases, it just seems to be position 2 that is different. it would seem odd that those views would contain different image/video.
I see some glitchy things sometimes, so I think it’s hard to check stuff unless you have 2 Google accounts.
I sometimes have the situation where if I click one of my images to get to the POI (like scrolling through most viewed), then the “featured” image would always be the one I click in my list. in that situation you could simply think that every single one of your images was the featured image, but it would sure make things confusing if you try and keep a close eye on things - why is my featured image getting zero views, or why does the featured image change so often. who knows if that affects how you are seeing the order of images also.
when I see a glitch like that, then I wonder if everyone has the same viewing experience. and i suppose having a non LG account or 2 could come in handy for verification.
Not only that, Prasad. Your video is the first in the list, i.e. there is no video at position 2 at that POI similar to the exception I described earlier.
Since it is your most viewed, I guess, it does appear at some geographic feature without your knowledge.

Steve, you do have two accounts! : your own account and anonymous.
That is the trick! If you want to check, if a posting is public, share the link and paste it into an anonymous (aka private) session of the browser and do not log in.
In most browsers you open a private session by pressing CtrlShiftP @Steve_UK
