These clocks cost a lot to keep them operational.
So unless there is a sponsor, they remain non-functional.
In Pune, there is also a clock in a police station - mentioned at #3 in my list.
When I visited there, the police officer told that they had sent a bill of a mere 15,000 to the government for restoring the clock, but it has been pending for 5 years
