We add photos to Points of Interests. Thus, whether it is a standard or satellite view, you need selecting a correct POI and then post the photos.
However, I guess, you are attempting to post some old photos which do not have a connection to your timeline. Else, Maps will suggest you the correct place automatically and thus eliminating any ambiguity.
I have also noticed discrepancy between the satellite and the normal map in some areas. I guess it is just a question of time until it gets fixed. Maybe you should give feedback to draw attention to the problem.
Also, I remember reading somewhere that we should position new places on the satellite view rather than the standard map view.
In this case the satellite view is the best option for positioning the 360 on the correct place.
If you are talking about standard photos, please follow the indication given by @C_T , (add the photo to the POI) as we are not allowed to add photos on address or coordinates
Hi @PetterJ to add on what others have mentioned, when adding normal photos to locations or doing any edit, it is easy to access the locations when using satellite view not the standard view, reason being that you need to be sure that the building you are contributing to is the correct building and name of the location, as this enable you to see the color of the roof, type of roofing material used sometimes, shape of the building, and other more details, while on standard view you only see the shape of the buildings and the roads as lines only.
I think this makes it simple, if this is what your question was about, other than simplicity in accessing the locations, there is no rules forcing you to to choose any of these views, if you feel you understand one better than the other one, then go for it, and may be that can help you discover more and share that with us. It is easier to put the 360-pictures at right place when I use the satelite photo, but I was afraid that I had to move them if/when map and satelite photo merge…
