How photos can be uploaded on Google Maps is explained in detail here in this article - Add, remove, or share photos and videos.

I can see you added photos and video on Maps recently, so it seems you know hot to add photos and videos, following the procedure indicated by @MashaPS
Can you give more details please, and add a screenshot of your issue?
Also please note that in some POI the contributions may be locked by Google, to prevent abuse, or by the owner of the business. If you cannot find the “add photos” button in some business, this can be the reason.
In addition, I want to inform you that you can add Photos and Videos of POIs, but you can’t add photos or videos to addresses, or coordinates
