Hi - I like making story maps and want to actually include virtual tours of premises and buildings that I visit. Can a local guide upload this type of content along with a written review?

If you are asking businesses for money to make the virtual tours, then you should never review such places, since you have a business (and not solely) a customer relationship with the business. It is better to have two separate accounts not to get in this kind of trouble.
Virtual tours can not be uploaded “with” a review. You need to use one of the paid third-party services to edit, connect, and upload them.
But you can upload individual not linked 360 photos just as you would upload normal photos.
