This rain coat have several names :
- Disposable raincoat
- PVC raincoat
- PVC plastic raincoat
- Poncho style plastic raincoat

Nowadays during COVID-19 pandemic or in my hometown called Pembatasan Sosial Berskala besar (PSBB - Large scale Social Restriction).
I regularly see motor biker using this kind of raincoat even in the bright day light, not a single rain drop.
In some area when the officer in charge spraying sanitizer in the city area it is commonly use too.
In some Public health center the officer who test the patients temperature commonly used this raincoat too because they are running out of Personal Protective Equipment for Hazardouz Material (Hazmat)
So the other function of plastic raincoat is a temporary Hazmat PPE
