Approvals depend on several factors, @Kia_Faraji .
Among these your track record. Repeat attempts of an edit is not helping your track record.
The best thing you can do is to pre-verify to see if your edit is supported by what is available on line and in Local/national phone directories.

One more thing:
When selecting “Change of business” you are trying to close the existing listing and start a new one.
Not all Local Guides are aware of the implications of this action. It can have very negative consequences for the business owner. Losing all photos and reviews are among the worst.
So please use this option with care.

i was permitted by the owner to do all necessary;
i edited the name only @MortenCopenhagen , we do not have any online phone directories in Iran, what’s official regarding to businesses information is a national number: 118
i just called and they said we don’t have any official websites yet:

The best tip is not to get obsessed with making a particular edit. Let it go and leave it to others.
Google Maps is not fully supported in Iran as far as I know.
Maybe @Amiran can give you better advice.

You mentioned the owner. If the GBP-program was available in your country this would be the best way forward. Have him/her claim his/hers business for better control. Local Guide are not substitute for this.

You may not be aware that this forum is used by most Local Guides as a place to search for solutions to the problems they face. Luckily GBP is available in most areas.

I suggested before that complete information will help the smart system to better detect one place and will let more to change data to real ones.
Since this is not a new business and all thing is same as before (except the name phrase), you did correct edit at first two tries.
In this case, I see the place has no English name. Also there is only one photo of one product even it is a computer generated picture from the catalog and not realistic one and without any mentioning to real name.
As there is also no online directory (governmental or private ones) which refers to such a place in this location, and by searching across the web system only see similar names in different locations, so it is too hard for system to verify your edit.
So I suggest to add some GPS tagged photos of the storefront to show the sign of this place and after some weeks and processing the photos, it is much easier to change the name. Adding English name will also help to better introduce the place to AI.
And after changes, both locations (old and new) should be merged because both are the same.
Just one more thin: it is good to tell the businesses you’re in contact to prevent from adding advertising and owner/employee reviews on their business. Because this behavior is opposite of the rules and also decrease the trustworthiness of the place in system.
i actually told them to upload the storefront photos themselves cause in this case i didn’t take myself and i think that one was a photo of their business card or something, because this placed was asked to be fixed by a friend of mine who i trust much more than Google itself; but this is just an example because i had edited places though i provided a storefront photo of the place at the edit, they got rejected right away, which in this case you mentioned that we should wait for a week or two before suggesting the name change;
Now best you could do to help in this case is to introduce some of these governmental or private directories i know some of them which are:
Balad
Neshan
OpenStreetMaps (loveliest)
Foursquare
i also know being on sites like “Persian Leader” or “Karaj Tabliq” could help, could you still complete this list in any way?

Those directories you listed are enough. From top ones, I can also mention Ketab Avval and Dunro.
Indeed Balad and Neshan get lots of their data from Google Maps.
Again I suggest to ask them prepare good photos asap and also prevent from advertising reviews. These increase a lot the trustworthy level of the place for AI and changes due to real conditions will be much easier.
