About two weeks ago, we did notice a change with the process. For photos showing places within Europe, you always see the triangle acclamation mark, as soon as the new photo appears under My Contributions.
Refreshing the desktop browser several times, you may notice the mark disappearing for a moment, but then appear again until it finally is published. So far, it never took an hour for me, but 15 minutes is a good estimate - before that, they never appeared instantly, but always within a minute.
I noticed this for the first time on Aug 10 and also believed, all my photos had been rejected, but accidentally found out a day later, it is just matter of time. Since that day, I always experienced that delay with several photos I uploaded during last week.
