How can you change order of photos in local guide reviews

Sometimes there are some really poor photos of places or too focussed on one small part of the place.  A more general overview photo may be more appropriate as the main photo with the narrower more specific photos showing in the rest of the review.  It seems that some people are just downloading every photo that they have ever taken at that geo location and filling reviews with poor/unhelpful visual information.

It is not possible to change the order; that order is determined by algorithms.

Having such an ability would also not be practical, as "the best order" is subjective and we would see places constantly being edited to change the order.

Photos which are objectively of poor quality or unhelpful/irrelevant (or otherwise fail the Acceptance & Privacy Policies) can be flagged for removal
