the local guide should be given to the profesional people who can providing a real informations 

as i can see there is some people go to a restaurant and try to eat for me only for not putting a low rating for the restaurant o his page 

also the bad review can be edited or remove from google

Everyone has reviews from their own perspective, why would someone deliberately give a false rating.
When you visit a particular restaurant the service that is provided to you might be different than the one that I experience.
I think we all should be fair and honest with our reviews and give an account of our experience about the place.
