How can solve this problem and what is reason of this problem 

( your edit couldn't be verified. So it won't be published) on the edit status show this problem as not applied

So far I kow it's because someone didn't do his homework correctly, maybe because your edit lacked information or maybe the verifier wasn't sure that your info was right/wrong or couldn't find info on Google Search.

Honestly myself when I do edits I upload pictures with the full name of the local business and street number, however I still get rejected edits. Maybe Google should implement a way to see the photos uploaded at the moment of edit and that way a lot more of business that need to be verified would be easy.

What was the name and address of a place that you submitted that Google rejected?

Why is my edit status Pending or Not Applied?

Personally, I will:

1.  Try to break down complex edits into multiple simple edits.

2.  Include more information to assist the A.I. to do automatic approval - like websites and telephone numbers

3.  Try using Photo as input to Business hours

4.  Sometimes, you just need to contribute more to nearby Places (edit, photos, rating, reviews, etc) and try again.
