Why perk offer is not available for existing user?

We are the local guides and if we received any perk for our contribution that not means you put terms and conditions for that perk. You have to remove the condition of existing user can't get offer of play music. We contribute to Google maps so you have to give perk offer for everyone not just promoting your Google play music for new user.
