Photos of newly added places don't count to "Add first photo of a place"

Photos of newly added places (the places which I have added) don't count to "Add first photo of a place"

Add first photo of a place means that your added photo is the first photo of a place added without photos or a new place added by you  with photo.

It's only the 2 cases where it's counted down

Let me explain my query

I'm adding several places on google maps, once they are approved, I add photos of that place and also review it.

The review is usually added to "Write the first review of a place" but the photo is never added to "Add the first photo of a place". Sometimes, I add the photo in the review and somtimes separately, but the count isn't added accordingly to the desired  "Add the first photo of a place"

It usually takes up to 48 hours before the counter is being updated.

It is not an instant real-time counter.

Can anybody help to resolve this issue. The first photos of the places that I have added aren't appearing in the count of Add the first photo of a place.
