This place is Shanti Stupa. This place belongs to Buddhism. It was built in 1991. It is a very peaceful and beautiful place. Shanti Stupa is a major tourist attraction in Leh city. This place gives a panoramic view of entire Leh City. This place is easily accessible by road. If you ever been in Leh then must visit Shanti Stupa...

Shanti Stupa is two levels white domed structure dedicated to Buddhism. First level there is Dharma Chakra and on second level it has Buddha idol. This place  is use for meditation. Shanti Stupa has circular path around it. There you can do parikrama.  You can get there by car.
