Bug: some place is locked , haven't any filed to add websit and phon or picture

Hi some place in my city ; Zanjan , Iran is not editable haven't any filed to add information.

This is a factory, have phon numer , website but completely locked to add them.

This is sport complex also this place have phon numer and websit

Also haven't Clam this business to add information with google my business by manager of that places.

Notice: google my business is limited in Iran. 

Google admins please tell me how to fix this problem.

 I see many place like this in google map

some places in maps is POLYGON type we can't edit /add photos to them.

For adding photos and edit that place needs to turn into POLYGON+POI but sadly we can't do this coversion by own we need to need feedback for that if they approve then we can edit/add photos
