On my state-of-the-art Samsung Galaxy S7 edge the new feature is still unavailable. I made several attempts and I applied all the alternative upload methods, but none was successful and, what is even worst, now Maps crashes every time I press the Add photos command of a location's page and I try to browse my photos and video gallery.
