Not all photos are equal. The current points system is definitely a good approach to encourage local guides to add more. However, the current system does not take into account the number of views/ kind of photos submitted. I suggest the following to encourage the contributors a bit more:
1) More points for more views
2) VR photographs should earn more points
3) Places which have zero photos on the map should earn more points than the places which have multiple photos
