Thanks, @KatieMcBroom . Your explanation confirm my guessing before. Before this clear explanation I tried to understand by put a meaning on it. For example, Connect is a part of Google, so the responsibility and capacity of Google Moderator is bigger than Connect Moderator. And put the meaning of moderator as a person who will clarify things between two person or person and institution. But your explanation makes it clearly. Thanks.
