If you remove the photos, is the review visible again?
Review and the attached media are all considered part of the same submission, so if one of them is triggering the filter all the submission will not be posted.
In addition many reported that photos taken with some version of Galaxy phones are triggering the filter, if not edited.
My suggestion is:
- remove the photos, and publish it with text only.
- if the review is visible, edit a bit the photos (I normally use the editor in Google Maps App or Google Photos) and add them again, one by one.
- if with the text only the review is not published you may need to edit the text, and to make sure that you are not violating any policy
After that you can appeal, for the team to check your reviews, and to release what is not against the policies.
