I believe there are other browser extensions you could try should your issue with Change Case not be resolved.

Although I hate text in all uppercase, I was always a bit shy on requesting a name change just for that - not any more!

Besides Chrome, there is also at least on add-on for Firefox. I tried Change Case by Janghou and it work just fine:

It seems, what Change Case for Chrome calls “Title Case” is called “Capitalize Every Word” here. Interesting also is “Fix double spaces” - not sure, whether this happens at all with Google Maps names, though.

After installing “Change Case” it works immediately without the need to restart Firefox.

Just a tip, @MortenCopenhagen and @HsRawal :

I noticed, when changing the text in place, sometimes the browser might not recognize the change and doesn’t activate the send button. In that case, just add a space at the end, remove it again and you can send the request.

The latest Chrome OS Flex has this new feature:

It is very useful to reprogram mouse buttons to perform frequently used actions when editing place information on Google Maps on a Chrome Book. I have organized my mouse buttons so that I rarely need to move my hand from the mouse to the keyboard. This is a huge time saver.
