Firstly @To_paul didn’t furnish us with enough information. For example I only deduce from his later post that cars of PWD need sticker. And that was why car in picture 1 was parked wrongly. And until I took a much closer look, it didn’t occur to me that picture 1 was a dedicated parking lot.
In picture 2 the truck driver was wrong to have parked into the dedicated parking lot and authorities should be notified.
Again as @EmekaUlor mentioned dedicated parking lot are for PWD who drive. If a PWD has a driver, the driver should drop the PWD at the entrance or layby and proceed to park at the regular parking area until they are called.
In the first picture a healthy person parked chaotic on a place reserved for those with special needs picture.
On the spot next to him if he stopped a car driven by the person with special needs he could not open the car door because the parking space is too small
In the second picture if you look closely you can see that the blue parking spaces are small and if you have a passenger you cannot get him out of the car.
Then if someone parks, the other driver blocks the access to the parked car on the left
