The message you are seeing is a notification that Google Maps is not yet able to accept edits in the area.
What I can suggest is leaving your opinion via the feedback option, where you can express your desire to see adding a place in that area:

•I use mobile app of google map.The version is 10.7.1
•The region is Mymensingh,Dhaka,Bangladesh.

I would suggest following the steps from my first post in this thread, since it might be appropriate for your situation as well.
I am having the same issue. Up until recently was able to add places to Google Maps no problem. Now if I try to do so through the web I can enter the details but not save it (so that’s pointless) & in the app I can’t even start since the option is no longer there.
I see what Google is saying about expanding the option to other areas but as you said as well, the option was already there for years but now it seems to have been removed for some unknown, unexplained reason. It is quite frustrating if that is the case as Google, when they got rid of MapMaker crippled the ability to keep the local maps up to date. At this point there are several roads that have been reconfigured, added, removed, have errors, etc for decades at this point & there is nothing I or anyone could do about it & now we can’t even add businesses if this is the case.

My report have 2 issues
1- problem with adding new place
And you didn’t answer .
2- all emails showing pending edits for all Egypt team and some countries as Bangladesh and …
Today I realized that in fact the edits is approved but the emails showing pending ? ??
And today from about tow hours a mass emails confirming applied of the edits .
This not a personal case it confirmed from all local guide Egypt group and from freinds from other countries.

1st problem -
As dr.nabil mentioned many people in Egypt community is complaining that they can’t add a new place google maps app stuck when you try to put the pin location on map
2nd problem -
we have issues here in Egypt with spammers they took popular places then changed information about it then they verified it so we cannot remove or edit it and dr.nabil will follow with you this issue in details
3rd problem -
i found a verified private home and i know the rules that it shouldn’t be on maps and because its verified we cannot edit it or remove it , and i try remove it as a private place the edit is pending and it will be pending for a long time

But the difficulty to add new poi still existing even after
Clear the Cash
Clear the data.

Changing roads names is something that the users can report. If you are aware of missing roads or you want to report the wrong information, please follow these steps:
Open Google Maps. Make sure you’re signed in.
In the top left, click Menu (the three stripes icon) → Send feedback
Follow the instructions.
Click Submit

When did you first experience this problem?
Did you use the desktop version of maps or the mobile one (in case you used the mobile version, please specify the version of the app)?
Could you please specify the region where you are experiencing these issues?
