You have created collections it's different from the community.

Please read more about create a new Community

1. On your Android phone or tablet, open the Google+ app .
2. Tap Communities.
3. Tap Yours.
4. Tap Create a Community.
5. Enter a name, make the Community public or private, decide if people need to ask to join the Community, and whether member posts are held for review until the member has been approved to post in the Community.
6. Tap Done.
