Update confirmation on Map Maker was encouraged by Google itself.
Google encouraged people to confirm what they knew via personal knowledge. Nothing has changed.
When too many people started voting on Map Maker edits simply because others asked them to do so, Google made it so that such votes were no longer considered by the algorithms. There were constant complaints of "I had 20 people give my edit a thumbs up but it's still pending", and that was because whereas those votes were considered at one time, abuse of such trust in people to only mark what they knew led to only RL and above votes to be considered. Clearly Google did not encourage this activity.
