Submit vector data while not being part of a government organization

I work for a local building developer office that has done extensive surveys of our town, which is currently highly incomplete on Google Maps.

The map data partner program seems to be aimed at a larger area, and requires a government email address which the company I work for doesn't have. Is there any way we can help with adding missing features for our area, or should I just mark every road as missing on the map?

One of the answers in the Map Content Partners FAQ reads,

"What organizations can share map content with Google?

We partner with organizations of all types to incorporate their authoritative mapping data in our services, including national, state/provincial and local governments as well as non-profits, educational institutions and commercial entities."
