how the people get their place as place admin/owner?

is it by google business or other than it?

Hello,

 

You are correct, owners may claim their business at Google My Business.  This will allow them to become a trusted contributor to the feature, though they still must follow the same rules of the map and their edits are subject to correction but anyone else editing the map.  Additionally this will allow them such actions as answering reviews.  The forum for GMB can be found at
