I would suggest that Geo Tag for location must be essential and a must for local guide.
Integrate every thing to one Application will be a good idea
This will disable spam to an extent
.Enabling the edit feature and options to be enabled on achievement depends on the Levels .
1) There should be an option to merge Duplicate locations.
2) Under one place - Example A hotel will be having a Restaurant which might be a different place in Map. Like this so many examples
ATM might have CASH Deposit Machine.
Hospital might not be having inpatient facility etc
Bank might have money transfer which is marked separately .
