this topic seems unrelated to local guide and mapping.

 

Iranian restrictions are based on USA law, Iranian Law and internal decisions that Google has made. 

 

The local guide program neither has direct relevance nor the ability to influence these things.

 

I hope the situation changes or improves in the future from your perspective.

Google would like to be able to accept data everywhere in the world, but there can be various reasons preventing them from being able to do so; such as government regulations, restrictions by the owners of the data, other legal issues, etc.  As soon as Google is able to offer editing in a country they normally do so.
