Geo tag Google photos using Google Maps location history feature?

Why can't google implement a system to geo tag the photos uploaded to my google photos using the google location history feature.

they can symply use the location history feature in the google maps and identify the geo tag by using the time the photo was taken.

I also support this Google photos must have a location tag on the photo to understand it is already uploaded and duplicate can be avoided . This photos should be moved to a folder also

This should work if you turn on the location settings in your phone to allow images to record the location.

I'm more interested in linking my photo's taken off line. I use geo tag photos pro and a DSLR to geo tag my photo's. Even when this is added to my google photos' with the information it doesn't easily show up to add into the google maps contributions section. Taking geo information from any photo would seem sensible to me - why only pick those taken by your phone.
