I have 443 reviews but ratings are 2. I am not clear how the ratings work.

Reviews are when you also write a review (along with the rating). Ratings are when you only post the rating (the starts 1-5) but do not write anything.

Reviews add to your Local Guide points but simple ratings don't. Have a look: https://support.google.com/local-guides/answer/6225851
Each type of contribution is worth 1 point, with a maximum of 5 points per place. For example:
- Upload 1 or more photos to the same place = 1 point
- Upload 2 photos + 1 review to the same place = 2 points
- Write 5 reviews of 5 different places = 5 points
- Answer 1 or more local questions about the same place = 1 point
- Make 1 or more edits to the same place = 1 point
- Add a new place = 1 point
@Csaba then really Rating ... sucks because will get rating "spam" without comments. How can be a rating better for a user than a review

So are you saying that e.g., a rating of 8 means the reviewer has 8 ratings without reviews?
If so, can we infer that the lower Ratings number the higher the reviews scale?

Yes.
I mean that
Review is higher side than rating.
I had tested also on Google map by giving only stars to the place and only rating incresed.
