Hi @ToddD there is complete information on what you need, templates, logos, what you need to do and the training that is available once you have enough members here https://support.google.com/local-guides/answer/6273834?hl=en (Start an online community)
I run Melbourne Local Guides on g+ if you want to see an example community.
Sing out if you have any questions after you've looked at the material.

Hi Todd, as I understand it you can host the community on any platform that you want. You will likely want people to be able to join and to be able to manage events and discussions. Doing this with your own website would be cumbersome - you could use something like Jooma + Community Builder or you could use Google+ or Facebook to host your community. Both support community/group concepts and have good uptake. You can use this forum to help people to find your community. I personally prefer g+ but that is a personal thing.
