How do I start a Local Guides Community?

I have tryed to start a Local Guides Community loads of times. 

I keep on ending up here: https://support.google.com/local-guides/answer/6273834?hl=en

It tells me that I should check to see if one already exists in my area but doesn't say how to create one.

Hi Felix,

It is quite simple. Create public community on Google+ with proper naming and community profile image and bio section. Then promote your community by yourself. When your community reached least 50 members you can send support request to the team.
