What is the basics of rating a place in Map? Why I should give 5 stars or 1 star to a place? What kinds of qualification should a place to get 5 stars?

If I like a restaurant for food. But if this restaurant has no parking place or not well decorated, can I give the restaurant 5 stars ? Because I like this restaurant very much.

We need to base on our own, having considered factors we concerned, then give a consolidated score.
