Why isn't my favorite restaurant listed in Explore?

Why isn't my favorite restaurant being shown in the Explore near me feature when, indeed, it is near?

In fact, when I search for restaurants, it doesn't show up at all!

Iguana's Garden in La Cruz de Huanacaxtle, Mexico!  This restaurant should pop to the top of my list as I go there often and it has 4.9*?  How can this restaurant be added to suggested list?

@SeaGypsySuz My guess is that since it's called 'Explore', the idea is to discover places around your area that might interest you. So it's not necessarily a place that you already discovered in the past.

But the place will not even show up when searching for "restaurants near me".

You can always create your own list on Google Maps and you are able to share it with others.
