I will choose Irrelevant unless I found same person uploaded Selfie to many locations, or same photo unloaded to many locations, then I choose SPAM.

While I broadly agree with the general argument and share the sentiment, if a selfie is taken at the location as indicated on Maps and recognizably so, then I'm not sure if such would be contrary to the policies. If someone else appears in the image as well, then it might be considered as invasion of privacy, but I cannot see how any other clause applies (read https://support.google.com/business/answer/3060029 for the applicable policies).

I think there's no need for a new reason for reporting a selfie, the "irrelevant to the business" option is quite appropriate for this case.
