Is this localguidesconnect is another site built for local guide? As I suddenly arrived at this site and received the level badges at the same time (from level 1 to level 4).

Yes, this is the official place to connect with other people.

You can go on this one https://www.google.com/local/guides/ to watch your profile or even this one https://www.google.ca/maps/contrib/ to see your contributions.

 There is also a subreddit for local guides. It's not official but you can find it on reddit.com at r/localguides

Hi @FluzHaron. The emails you receive from Local Guides Connect are different from the ones you receive from the Local Guides program. The emails from Connect come only once you log into Connect and relate to your activity within Connect as well as your activity in the program. After signing in for the first time, you currently receive all of your level emails at once if you've achieved a level higher than 1 prior to signing in for the first time. You'll see as you continue to give kudos, post and take other activities, however, that you'll receive other notifications (and badges) depending on your preferences. 🙂
