In my opinion, no matter how many points you've on google maps. The thing which matter the most is your good content contribution.

@Luke_Erickson take your own time to contribute good quality content that you are proud of and which are useful to other Maps users.
@deepakjhic is correct, points and levels are not the most important criteria in the Local Guides program.
