Only Google Maps contributions from the Google account you used to sign up for Local Guides will count toward your level. Contributions cannot be transferred between accounts and you may only sign up for the program — and receive relevant perks — with one account.
Do you need help exiting the program with your second account? If so, you need to go to the Local Guides settings page. Scroll down and you'll see the Exit Programme button on the right.
