Why I am not able to access an old Google Maps Local Guides feature?

So google maps had this feature in which if you open a place in the maps app you used to get a suggestions screen in which if you click the options shown in the image you were rewared for giving the suggestions or questions asked about a particular place by google maps itself but now I don't see this feature why?

Now, this is called "Describe this place" in Android Maps.  It is just above the "Address" of the place if it is available for this particular Place.
