The current standard is using the app while being at the site of the road closure, to report it.
I realize this is aimed at ensuring the authenticity of reports.
I suggest allowing local guides to report closures anywhere, since, for instance where I live, there is a bridge that has been closed for renovations, and is making HUGE problems when Google Drive sends people its way.
People living here know it, but I do not have the time to go there, wait in a traffic jam, to report it at the site. The not-from-around are the ones paying for it.
There could also be a second round of check, for example, send the other local guides to approve.
