The Regional Lead program was a part of Map Maker. With the closure of Map Maker in March 2017, the Regional Lead program ended.
Regional Leads were selected based on a criteria of making high quality edits, along with the willingness to help others. Regional Leads were then entrusted with a higher trust level, and could typically review and publish pending edits in the Map Maker program.
