Make place creation easier

Hi, Now a days new place creation is very difficult. Please make it easy. After place creation with in one minute it show not approved. But I follow all rules. 

Google developer team also can make place creation restrictions with local guides level like 7 to up. Please delete categories which one not approved by algorithm.
