Dont encourage spam in Exchange!

Large efforts from Moderators will be needed to manage the ideas and commentary produced after the Idea Exchange is released to the LG Community.  Let's not make it unmanageable by providing the wrong incentives. 

Turning the creation and refinement of ideas, and choosing the best, into some sort of point-race or game would mean more duplication and low quality input and reduce the time & attention needed to improve on the quality ideas

Might I suggest that while Idea Exchange be open to all to view suggestions and vote for them, that there be a minimum level before a person can post (and possibly even comment on) an idea. This will keep the low level "throwaway" spammers that are starting to show up in Connect from clogging the system with irrellivant suggestions and comments.
