Suggestion to make the title of the Trusted Local Guide

Currently, there is the title of the Trusted Photographer but there is not a Trusted Local Guide. So I suggest making the title of the Trusted Local Guide for major contributors.

Summary:

The Trusted Local Guide should be a top-level local guide who does a lot of contributions to Google Map and is approved by Google. The candidates need to get not only points but also trust from other local guides and moderators. This way makes it easy for general Local Guides to accept approved Local Guides position.

Certification condition (Example):

• Need a recommendation from Google, Googler or Connect moderator and general users. 
• The Trusted Local Guide makes an NDA deal with Google. They have to present own address, name and needed personal information.
• The Trusted Local Guide have to use high level security authentication like a FIDO.
• This title is not forever. It should be regularly re-checked.

Authority of the Trusted Local Guides (Example):

• They are able to submit a high-priority issue report.
• They are able to suggest a high-priority amend to a place. And they are able to lock/rollback the place to save from spam.
• They are able to check the last editor of the place for finding spammers.
• For the security reasons, the Trusted Local Guide rent/use a Google Titan SecureKey or something security device from Google.
      Adding the digital signature to the post by the above device.
• Providing data storage of Google One for free.
• Authority to suggest holding meetups at an office of Google.
• Attending the discussions about improving or resolving problems together with Googler and Connect moderators.

The penalty for violation (Example):

And if they are in violation of the NDA or terms and condition, they have to receive a strict penalty from Google.

• Deleting the Google account

認定トップローカルガイドの提案

現在フォトグラファーには、「認定フォトグラファー」がありますが、ローカルガイドには「認定」がありません。

そこで、多くの貢献（投稿やミートアップ、改善の提案など）を行うトップレベルのローカルガイドに対しても「認定」するものを提案をしたいと思います。

概要案：

　認定ローカルガイドとは、Googleに認められたトップレベルのローカルガイドであり、Googleマップへの貢献（写真・口コミ・改善要望他）などを行うユーザに対し、認定資格を与えます。

　誰でもがなれるわけではなく、多くのガイドやGoogle、ならびにGoogler、コネクトモデレータからも信頼のおける人物のみが認定の対象となります。

認定の条件 案：

• Google/Googler/コネクトモデレータからの推薦と一般ユーザからの推薦によって決まること
• 誰でもなれるわけではなく、多くのユーザから信頼のおけるトップレベルのローカルガイドであること
• GoogleとNDAを交わし、身分や住所をGoogleが把握していること
• マップスパムやマップテロといった行為を行った場合には、Googleから業務妨害として訴えることができること
• 認定ユーザなりすましを防ぐためにFIDOなどの他要素認証を利用していること
• ミートアップでのなりすましや、投稿のなりすましを防ぐため認定ユーザは高いセキュリティを確保していること
• 定期的に認定ローカルガイドを評価し適切な認定ローカルガイドでなければ、認定が取り消されること

 認定トップローカルガイドへ付与される権限 案：

• 通常フィードバックよりも優先度の高い報告（#trustedguide のようなハッシュタグ利用を想定）
• 地点に対しての情報の修正提案の優先
      特にスパム発見時の地点ロック・保全・ロールバックなど

• 地点の情報最終更新者の確認
       NDAによって情報の第三者伝達はできないなど制約をつけるものの、スパム行為の発見・確認の糸口として。

• Google Titan SecureKey（FIDO)の配布または、認定カード（NFCなどデジタル照合可能なもの）のGoogleからの貸与
       現在の仕組みにはないが、投稿における電子署名の追加（３による署名）

• GoogleOneによるストレージの無償貸与
• Google拠点（例: Google東京オフィス）などでの、ローカルガイド同士のミートアップなどの権利と施設の利用権
• Google/Googler/コネクトモデレータとの定期的なディスカッション
       ディスカッションでは問題の相談や改善の要望など、議論を行います

認定ローカルガイドへの罰則 案：

高い権限が付与されることにともない、違反者においては以下のような罰則があります。

• Googleアカウントの削除など重いペナルティが課せられること

Wonderful idea! 

Yes it's a time to trust serious local guides and trust them to fight against spam. 

My suggestion is,  along with regional connect live program, regional local guide trusted seminar can be organized.

Hi @KOBAYASHI_Jun thank you for sharing this idea, as @JohnPeter  mentioned there is another existing idea from Yasumi, this shows how important this topic is to us as local guides, meaning that it has to be established to make life easy for everyone, I hope that Google and the whole team is looking at this to see if it is possible or not to bring it to life.

I proposed as a different approach from @YasumiKikuchi 

Reliable users from many participants will connect not only with spammers but also with various "guides" in the world to maintain a better map and share joy.

To that end I thought that we should ensure high security. : )

Trusted LocalGuide differ from other ideas in that not everyone can get it.

Hi Guides,

There are multiple pictures available and tagged to maps with wrong locations.

Every time you add pictures to a location will show you couple of pictures either from different location or just spam.

I wish a functionality should be available where google guide can either remove the spam from maps or can request for removal where it will go for approval of other local guides based on location and based on approval certain decision can be taken.(it will speed up and improve present "report" process.

Please share your views if you faced such situation and reported any picture or location.
