Summer in Japan is from July to the first week of September - unofficially. < = After the Summer season is over all restrictions on the beach are lifted and beachgoers can BBQ on open grills and play music, Anytime except summer are you allowed enjoy this beach.
Restrictions during summer:
( July to August )
1) NO TATTOOS
2) NO MUSIC
3) NO BBQ
4) NO ALCOHOL!!!
During this restriction period the beach is almost “all Japanese” and is packed full of people and is absolutely quiet.
I have never experienced being on a crowded quiet beach full of people before. COMPLETELY DIFFERENT FROM THE PICTURE ABOVE 
Zushi Beach is the kind of place where you bring family and kids to play and have fun. In the late afternoon you can see kids playing in the water.
(“ The breakwater in Zushi is knee high and mild, so safer for kids”).
Activities you can do almost year round:
1) Paddle Boarding
2) Windsurfing
3) Jet ski
4) boating.
For those of you who want to experience a Japanese beach that is easy to reach from Tokyo, Zushi is the beach.
On your next trip to Japan you may decide to have a relaxing time at a beach that is open all year round and that is easily accessible by two train lines.
JR Yokosuka Line
From Tokyo to Zushi Station is about 50 minutes.
Keikyu Line
From Shinagawa Station to Shin-Zushi Station.
From both stations is about a 15 to 20 minute walk……
